This is an interesting, even quirky, monument/landmark in the city.

The story goes that it used to be loose. You could push up against it and rock it. But the city decided at some point that it was a public safety hazard so they pinned it in place so it no longer could be rocked.

It is located in a small triangle of land at the intersection between Eastern Avenue and County street.
