I use two different sizes of rope for the handle. One length of thick rope and two lengths of thinner rope. You can buy these ropes in any arts and crafts store.

Wrap the thick rope twice around the handle then criss-cross it over the axe. Cut it and glue it in place.

Then use the lengths of thinner rope to wrap two different areas of the handle. One area is up near the axehead and the other area is down near the end of the handle. Cut them and glue them in place.

That light brown rope should get a little color so use a dark brown and paint them. This is for both the thin rope and the thick rope.

And once that paint dries seal it with mod-podge.
